BFA was initiated by former President of Philippines Fidel V. Ramos, former Prime Minister of Australia Bob Hawke, and former Prime Minister of Japan Morihiro Hosokawa. It was officially launched by 28 countries in the Asian Pacific region in February 2001, in Hainan, China.

This year, BFA is held on March 22 to 25 in Boao, Hainan province, with the theme “Asia’s New Future: New Dynamics, New Visions” split up into several topics involving financial and economic reform, trade and investment, security-related industries, and social and cultural issues; while priority issues to be discussed include G-20, AIIB, One Belt One Road Initiative, climate change, entrepreneurship, financial management, and global economy.
