Jakarta, wapresri.go.id – The trend of bureaucratic challenges ahead is not easy, considering that Indonesia will always be faced with a dynamically changing international, national and regional strategic environment. The use of digital platforms in public services, including work patterns in the bureaucracy, is also evidence of the high dynamics that occur. Therefore, the State Civil Service Commission (KASN) as one of the agencies involved in structuring the bureaucracy, needs to increase its role through three strategic steps.

First, formulate an adaptive ASN (State Civil Apparatus) leadership selection ecosystem to build transformative public leaders,” said Vice President (VP) K.H. Ma’ruf Amin when attending virtually the 2021 High Leadership Position Filling Award (JPT) and the Launching of the High Leadership Position Information System (SIJAPTI) 4.0 in Jakarta, Thursday (06/10/2022).

Furthermore, the VP said, with an adaptive selection ecosystem, capable and competitive Human Resources (HR) talents could emerge.

“With a good ecosystem, leaders will be born who have visionary ideas, as well as being able to execute policies and take concrete steps in responding to development challenges,” added the VP.

Second, as a country that is full of diversity and has human resources for State Civil Apparatus spread throughout Indonesia, according to the VP, KASN needs to design an integrated national strategy to create and strengthen the function of ASN as the glue and unifier in the national bond.

“Regional autonomy and decentralization should not compartmentalize us in the spirit of regionalism. However, let us strengthen the grand vision of regional autonomy, that developed regions will contribute to a developed Indonesia,” he appealed.

Third, the VP emphasized the need to strengthen the role of KASN in supervising the merit system in the democratic era.

“The principle of neutrality and professionalism must become a common platform for policy makers at the central and regional levels. This is where the important role of KASN in maintaining bureaucratic relations and leadership vision according to meritocratic principles. May we build a face of bureaucracy that supports the transformation agenda of Indonesia Emas 2045,” he stated.

Closing his remarks, the VP advised that today’s award ceremony can be a motivation to encourage better bureaucratic and ASN arrangements in the future.

“Finally, I appreciate the State Civil Apparatus Commission which has organized this event, as a momentum driving acceleration and evaluation to realize world-class ASN human resources as mandated by law,” concluded the VP.

Previously, the Minister for Administrative Reform and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas expressed his appreciation for the activities organized by KASN. He hopes that this award can be a driving force for the realization of a reliable, agile and fast bureaucracy through compact and collaborative work.

On the same occasion, Menpan RB also explained the three focuses of bureaucratic reform that are currently being implemented.

“We want bureaucratic reform in the future to be more focused as directed by the President. Therefore, we are now focusing on our thematic bureaucratic reform, namely 3 bureaucratic reforms that have an immediate impact. One, bureaucratic reform to deal with poverty, the second is the improvement of investment and development services. The third is government administration. If these three sectors move and have an impact, the impact will be very broad for all of us,” he explained.

For information, the awarding of the 2021 JPT Filling Award is a form of appreciation for KASN to government agencies that have carried out filling high leadership positions both through open selection and competency tests in the context of mutations, rotations, which will be carried out throughout 2021.

From a total of 431 government agencies assessed, awards were given to 82 agencies that received an assessment of the quality of filling out the JPT as very good and good, with details of 14 government agencies getting very good quality and 68 government agencies getting good quality. The names of award recipients with excellent quality are as follow:

Present at this event were Minister of Administrative Reform and Bureaucratic Reform Abdullah Azwar Anas, Governor of the Special Region of Yogyakarta Sri Sultan Hamengku Buwono X, Chairman of KASN Agus Pramusinto, Heads of State Institutions, Governors, Deputy Governors, Regents, Deputy Regents, Mayors and Deputy Mayors throughout Indonesia.
