Mr. President,

Indonesia welcomes the convening of this special focus on the r ight to d evelopment , as this year mark s the 30 th anniversary of this pertinent initiative . It is indeed our firm conviction that this right should be on a par with other fundamental rights. It has been far for too long that this fundamental right is neglected simply for unclear reasons .

Mr. President,

Indonesia fully concur s with the view that it is pertinent to place the right to development at the heart of development policies and programs both nationally and globally. On its part, Indonesia has taken several policies including mainstreaming the 2030 Development Agenda into our National Development Planning; f inalizing legal and institutional frameworks for national implementation; engaging all stakeholders, including governme nt, academics, civil society as well as philanthropic organizations; and developing the national and sub – national action plan guidelines; the SDGs database; and monitoring, evaluation, and reporting mechanism. In this respect, on more specific measures, Indonesia has reduced public spending on fuel subsidy and enhance d budget allocation for social development programs. Relevant programs including Indonesia Prosper Family Card, Health Card and Smart Card have been introduced and str engthened in order to give poor households better access to income, healthcare and education.

Mr. President,

Efforts at the national level should be supported by an enabling international environment. The adoption of the 2030 Development Agenda brought new hope and provides new impetus to our collective endeavour for the betterment of global population and sustainab i l ity of mankind. Goal 17 of the Agenda clearly provides a solid platform for global partnership and cooperation. Its placement as the last goal does not mean less compare to other goals. On the contrary, it should support the rest of the goals since it can play a meaningful role in bridging various gaps among countries. The realization of goal 17 is therefore imper ative to enable developing countries to contribute noteworthy shares to the global implementation and achievements of the Agenda. Taking into account the main three pillars of the UN, it is worth to notice that our right to development is combination of p illar sustainable development and human rights. However, as three pillars are mutually reinforcing, the element of peace and security should also be integrated . My delegation wishes to underline the importance of the prerequisite of peace and stability in promoting right to development. We , in this context, need this enabling atmosphere globally, particularly conflict prevention policies and measures as well as early warning mechanism.

To conclude, Mr. President , let me reiterate that Indonesia stands ready to work together in ensuring that the fulfillment of the right of development and SDGs will not merely be a pipe dream, but a reality for all.
