Jakarta, wapresri.go.id – The Vice President KH Ma’ruf Amin (The Vice President) this morning chaired the Plenary Meeting for the Acceleration of the Extreme Poverty Reduction at the Vice Presidential Palace, Jl. Medan Merdeka Selatan, Wednesday, August 3, 2022. The Vice President chaired the meeting in his capacity as Chairman of the National Team for the Acceleration of Poverty Reduction (TNP2K) as well as coordinator of the implementation of Presidential Instruction (Inpres) No. 4 of 2022 concerning the Acceleration of the Elimination of Extreme Poverty.

This meeting was the first plenary meeting after the issuance of Presidential Instruction 4/2022, but was the 5th meeting related to the elimination of extreme poverty which was chaired directly by the Vice President. In the meeting, the Vice President said that the key to success in efforts to eradicate extreme poverty is program convergence and improvement of targeting accuracy.

Various programs needed to be convergent, so that they could target the pockets of poverty and be accepted by extreme poor families at the same time. To support these efforts, it was necessary to use targeting data with updated socio-economic information and welfare ratings. The Vice President also emphasized that efforts to accelerate the elimination of extreme poverty were carried out through two main intervention strategies, namely reducing the burden of spending and empowering the extreme poor economy, which were focused on areas of extreme poverty.

On the same occasion, the Vice President also gave three important directions to ministers and heads of institutions who received direct assignments in Presidential Instruction 4/2022. Firstly, they should focus on priority areas that had been set in 212 priority districts/cities for 2022 and continue for all districts/cities for 2023 and 2024.

Secondly, they should target the extreme poor accurately by utilizing the Targeting Data for the Acceleration of the Elimination of Extreme Poverty (P3KE). These data were sorted by name, by address, and by NIK, and divided into socio-economic characteristics of families based on the latest information. It had family welfare ratings as well.

Thirdly, the implementation of the program to accelerate the elimination of extreme poverty should refer to the General Guidelines (Pedoman Umum/Pedum) which will soon be stipulated.

Meanwhile, special directions were also given to the Coordinating Minister for Human Development and Culture (PMK) and the Coordinating Minister for the Economy assisted by the Minister of Finance, and the Minister of National Development Planning/Head of Bappenas to ensure that the implementing Ministries/Agencies can refocus the program and reallocate the budget to targeting extreme poor families in extreme poverty priority areas by 2022.

Regarding the role of local governments, the Vice President assigned the Minister of Home Affairs to encourage APBD planning/budgeting to focus on Accelerating the Elimination of Extreme Poverty and encouraging the use of P3KE Data by Regional Governments.

In addition, the Vice President also emphasized the use of Targeted Data for the Elimination of Extreme Poverty (P3KE). It was intended to complement the Integrated Social Welfare Data and increase the accuracy of targeting burden reduction programs, especially to reach extreme poor families who had not received the program or what was called exclusion error.

The Vice President explicitly requested ministries/agencies and local governments handling expenditure reduction programs and economic empowerment of extreme poor families to take advantage of this P3KE data.

Finally, the Vice President also directed to continue to encourage the role and participation of non-government elements such as business people, universities and NGOs so that their potential resources could be synergistic with government efforts and resources in accelerating the elimination of extreme poverty.
